It's a cheap way to add rooms. The gap eliminates the need for additional HVAC duct work.
And nobody wants the lamp shade ???
Maybe those were dressing rooms. A lot of those are low-walled here in the States.

Boy, oh boy, how much would I enjoy having a look in the space between the two ceilings. I can just imagine how many items have been discarded up there through the years.
