The large porthole observation window was an interesting and unique feature in these wards; some were covered by a thick mesh grate.

I'd have a hard time sleeping with a light dangling over me like that. Maybe I'm just odd.
At some point, they covered over/blocked up the transom window over the door. How odd with the round window in the door. The thing near the floor to the left of the door is, I think, a piece of wood so they could screw the power receptacle to it, the power receptacle being the rectangular black thing.

Looks like they may have re purposed the room as an observation room? That would explain the meshed portholes and the transoms being boarded over/replaced.

They really had an obsession with painting brick didn't they. Window is very cool.

True; I was looking at it from a historical perspective - the original purpose of the room, which was probably a single bedroom given the dimensions and observation window.

I think that it was probably converted into an office at some point, given the low hanging ceiling light and exposed electrical outlet and conduit.
