It makes me wonder what happened to the owner of the leg. A prosthetic leg isn't the type of thing a person forgets to take with them.

This person probably didn't forget his leg. He may have passed on. If I read correctly, this was a long term care state hospital and sadly a lot of patients spent their entire lives confined to these places to the end.
