Not my first choice but maybe the person in question didnt have a choice on what picture he, I am assuming it was a male, could put on the wall. I agree its a little creepy without the whole thing but maybe he just wanted to stare into her eyes while he masturbated . All in all it is an interesting photo.

Based on the putty stuff on the other cells walls, they apparently let them put up inoffensive posters and stuff. Since this isn't a nudie I'd imagine it didn't violate the rules.
