These were storage areas? This doesn't appear to be a patient care area.

I've seen cages like this in other locations, were they actually used for violent patients or something like that?
Some were used for patients, however I think this was probably a storage area. Most patient "cages" were located in secluded areas and certainly didn't include windows.
Oh, and if you look, any determined patient could simply scale this fence and go right out over the top.
These are Zombie holding tanks. Traditionally, these were on both sides of the main public entryway in case any of the daily visitors had any doubts that they were in fact entering the Ministry of Undead Studies.
Reminds me of a dog kennel almost. Weird.
Me to it looks like a big lock on the gate that reminds me of prison photos.
