This is a black and white picture. There is nothing blue in a black and white picture.

Looks like some kind of hydrant or valve. You can see something similar in the foreground in the lower left corner.

It looks a little blue to me too. It could be my monitor or that poor lonely fire hydrent could be feeling "blue."
