Wonder what the significance (if any) is of the lone '9' on the window?

Can't be graffiti, considering the lack of it throughout the rest of the building. Just too random to be meaningless.

Maybe someone was playing golf and that was the ninth hole..hence the holes in the window.....then again chances are im wayyy off.
