this is weird but the exact same lights accompany the rides at the state fair, the only difference is that they blink on and off in red, white and blue

The lights are fluorescent fixtures. I've not seen versions with so many tubes on them but I seem to recall seeing images from the abandoned Gary, IN post office before it got throughly trashed that were quite similar fashioned lights.
