Padding

The most interesting part of this half-of-a-wing was probably this door, padded on the inside. I couldn't imagine it being much of a safety measure with this old handle sticking out; perhaps it was a sound dampener.

Ooooh, I remember this kind of door of my childhood! :D (I'm from the GDR, born 1983) They had them in the secretariat, and I think I also saw them in old "Polikliniken". I really think it was to dampen the sound from the lively floor outside so as to be able to do the paperwork etc. undisturbed.
the padding seems a little pointless next to the metal handle.
As a Locksmith I can say padding was often added to doors as a form of sound proofing right thru the 60s

Thanks, nostalgic and Uneek50, for your perspective and accurate explanations. The reality usually does tend to be a bit more mundane and pedestrian than our vivid imagining of Nazi and Stalinist horrors.
i think all the sound would escape thur that enormous keyhole anyway
