I'm not a native speaker, so I might be wrong, but I'm curious where you got "cabinet" from...and where "zugang" went. :)
i think it says "access to free cabinet".
Well: Zugang = entrance
zum = to
schaltschrank = control cabinet (schrank = cabinet)
freihalten = keep clear

It seems German is a handy language to know after all XD (lived there for 3 years)
I know i'm late but maybe I can help. It's an advice to not obstuct the door of the "Schaltschrank". Access must be granted, maybe in case of an emergency or failure. Don't know how to translate exactly because I'm german. So sorry for my spelling. Btw I love this site just can't stop looking
