An insidious gloved hand pulls out a crumpled paper marked "confidential" that was carelessly tossed away. The sticker reads, Today's waste - tomorrow's weapon. Secure classified waste.

I don't think it's cryptic at all; but it certainly is rather intimidating.
All it means is to make sure users of classified information destroy it when no longer needed, lest the info fall into enemy hands. This is typical when making information copies for official use and, when no longer needed, they must be destroyed and not simply thrown in the trash.

Nothing cryptic about it.

Warnings such as that one are still alive and well today in the military. Its called opsec (operational security) and anyone who's ever watched 'AFN' (Armed Forces Network) is very familiar with the military's ridiculous commercials...they're pretty lame lol
It certainly is not cryptic. It is, however, a little mismatched to the seriousness of the subject matter. They so lightheartedly portray something as important as securing classified waste... I guess it's meant to stick in one's memory this way. Who knows.
Why is it in English?
This base was last used by the British military.
I would love to have a poster of that. Very interesting.
