Could it be limestone dust? Stone delivered via train like the coal? I think the stone would be used with the ore and coal in steel production.

It's the calm between battles. The warriors are hiding in the dark, sharpening their swords.....
That probably is lime dust. This looks a lot like the funace area of the mill where I work. It is amazing how fast lime dust can build up.
The stark beauty of this is awe inspiring.
