Interesting seeing torch marks.
Usually indicative of no need for acuracy
or care in a rush job.
you would think they would have painted over the torch marks. This place is ugly so I guess nobody cares.
It more like the bars were crudely tacked on in a slap-dash manner. The way the horizontal bars extend past the window... Why would you bar school windows anyway?
Obviously there was no need to do this nicely as they put the bars in place to seal the building after it was shut down. Then either explorers cut them open or someone else needed to get in for some reason and they were sawed open.
