I think those flowers are fabric. Looks like the stems are wire...

I know that when we visit my parent's graves, we say to the children "We should put flowers on your great-grandparent's graves."
Maybe those flowers were put on by distant relatives, over the last few years. They weren't original flowers from the funeral.
