Main Stairwell

The main staircase, which surprised me with its ornate banister. I found it strange that there was no elevator to be found in this building.

Another enclosed staircase like at Danvers!
MAYBE PEOPLE THAT ARE MENTALLY UNSTABLE CAN BE AFRAID OF BEING ENCLOSED OR IF THE ELEVATOR GETS STUCK AND THE PATIENT GOES ON A RAMPAGE......YOU ARE ON YOUR OWN!!!

Yeah, i'm with Rick. They definitely seem like an after thought and appear to be in better shape than the rest of the buildings.

i heard the gates were put up along the stairways so children would not fall over it or try to kill themselves? is that true?

Yes, the screens were put there for safety reasons, for protection from accidental falls and deliberate pushes or jumps. They were probably installed after a change in the building code prohibited open stairwells. Buildings were sometimes closed after codes required elevators and other mechanisms to increase accessibility because it was cheaper to close the building and move the people living or working in it than to make the required modifications.
When I was there I found 2 elevators
This photo is of the Greene Building, not Fogarty, which had elevators.
I don't know the dates when the various buildings were constructed, but this banister would be appropriate for 1907 or other early period in the life of the institution. The place wasn't built as a prison or torture chamber - it was a school; it would have had attractive (if impractical) features and details before (as dme noted above) the safety fencing was installed. Some of the architecture of other buildings looks like they had to be built in the 1930s and 1950s.
