It looks like you can walk into the stack?
Probably - in most stacks, you can either get in from the bottom, or go to the top and go down a ladder inside. There's gotta be a way for service people to get in there if they need to do maintenance.
Some of these shots amaze me with regard to the artistry of the masons' exquisite brickwork. A lost art, perhaps?

the (entrance way ) is the breaching from the boiler to the stack
unfortunately that stack is slowly falling over, and if it does and including if there is anyone around it could get hurt
i agree with B, there is a video on youtube with a guy pointing out that the tower its self is atleast 200 feet high and if it comes down, anyone under it can be crushed, including cars and the small forestry behind the road. they need to bring in a wrecking ball and bring it down so it cannot possibly hurt anyone.
