Cool, I wonder if the stains are greese and or coal.
It should be grease to keep the cables lubed up and kept it all from wearing out to fast.
Great shot, if you look at the image long enough toward the top it looks as if there's something shooting at the camera.
Definitely grease. Believe it or not, those elevators get up to a pretty high speed to get the workers up or down quickly. That wheel would have been wound up to a pretty high speed, enough to throw a few drops of grease off here and there.
