It looks exactly like my grandmothers sewing machine, it was her first and it is mounted inside a cherry table, the machine is screwed to the bottom of the table top. It still works too!
Looks like someone was cobbling together a go cart..
It's an antique portable. I can't see a drive belt, so I'm guessing it is from the thirties. Singer made it's first motorized portable in the twenties.

:o I love the old sewing machine... my father's mother recently moved, and we got to pick through her attic... there was one from early 1900's that we auctioned for 300$ to someone for a mothers day present... it was remarkable looking.

kinda looks like the sewing machines at my work
only they are a bit bigger
im not sure how old but look to be 1950's
