Well, it's a . . . a . . . a . . . it's one of those things.
It's a......a...........extra-delux-super-model, turbo-charged, nitro-infused...........SOAP DISPENSER!!!!!!!!.........(runs to get out of reach before anyone can deliver a hard smack.........).....sorry, I couldn't resist that, just ONCE!........:-)

Looks like part of an old printing press, but that doesn't line up with the old bottles in the background. Maybe it's a hand-cranked bottle washer

Those are some nice bottles in the background. Did they once contain medicines?
See the cam on the right hand side? It will provide a nice rocking motion for the pointy thing clamped into the top of the machine. (see the little clamp handle?).

Ah, Kings Park, in my opinion the mother of mental hospitals. Then again, I'm biased as she is by far my favorite! My great grandparents worked there so i grew up stories of it and the fact that it's about 15 mins away.

the cam action on the side means its a pump of some kind, maybe a crude dialysis machine? or suction of some kind?

I don't know what it is... but it reminds me of this ancient old sewing machine we had in my parents cobbler shop. We used it to resole shoes. But it had all these elaborate levies and wheels and cranks, just like this thing.
Very hard to get my perspective on this; tight shot. But I look to the lower right-hand of the frame and I see a ' cup '. I can't see, but if it is in someway attached to the machine then it probably is oil fill. Looking at the structure of this unit, that might lead me conclude that it is a vacuum pump. (resembles fish-tank compressor of yesteryear-that would, of course, be the reverse)
It's a soap dispenser, duh.
Any idiot can tell that it is a high quality nose scratcher device for the poor patients with itchy noses but noone wants to scratch.

It's not a self-serve lobotomy machine (we haven't quite perfected that one yet), but this IS the machine that sharpens the tools used for removing parts of patients' brains. The parts are then stored in those big brown bottles. :-)

you connect a light bulb to it , roll the little machie towards the nearest sink, give the crank a spin, the wheels start spinning, the lightbulb flickers on and you wash your hands under the glow and warmth of light. (First ever portable sink light). : )
But if it was to be the soap dispenser, there must have been any basin near there...or was there... Motts?
