I'm with U Jude, the windows at the top. They just draw me to them. Could that be a small balcony with a railing around it?????

I think the railing is more of a decorative accent rather than a functional balcony if my memory servers me correctly...

A lot of nice details in this building. You just don't see that in modern structures.
