I have a question. Wh ydo these people leave these hospitals and don't take the files of the patients with them? Doesn't HIPPA apply to them too? And also I thought that the hospitals kept records on their patients for a long time. Please give me some information.

I have been in the same place, and I did look in the drawers. There were old files...lots of them. I took a folder (yeah, I know, I feel guilty) which has the medical records for a 5 year old boy. The files are dated 1962.

Many times I felt I should bring them back...I felt that maybe they "belonged" there, but the building is since demolished and condos are there. Now, I look at it not as theft, but as preserving history.
were they really attack dogs? they could have just been sniff dogs; a place like that would be perfect to hide stuff for a dog to smell for, and police dogs are generally very well behaved.

The ownership of the files is what is in play. Who or what entity actually "owns" the files? The hospital itself owns them so where do you take them? The files that are still in use are transferred with patients and any file left is a copy and not needed-so it is property of the hospital. Doctors make copies of files for themselves as needed or wanted and they are taken with them to their own practices or home offices as the case may be OR they are abandoned too along with the hospital/institution files. Basically confidentiality of files such as these just depends on how much power you've got. Anything can be for your eyes if you have enough money or pull. You can see for yourself how confidentiality is treated. lol~sarcastic

That 5yr old boy you have records from is 50 yrs old now. Maybe you could try to find the person and give them to him. It doesn't sit right with me for him to have been that young, an adult now, and you sharing his personal information while he's possibly running around somewhere minding his own business.
I know you didn't share it here, just a possible solution for you both.

People equate todays litigeous post 9/11 world with days gone past.

Things were ALOT less regulated back then and people just didn't hink others would be corrupt and immoral enough to do things illegal or sue over things like discarded files,evenof a sensitive nature.
Technology is a double edged sword. Sometimes I think we were better off before it...
MVH I could not have said it better... I'm 27 but I feel that the world would be a much better place without all the technology. Yes, I love my computer, Internet, video games modern medical equipment, vehicles, cell phones, ipods, etc. but I think that the world relies waaaay to much on all this junk....aside from the medical advances. Yes, it has made our lives so much more simple and better in some aspects but we are now enclosed in our own little boxes.

MVH let me enlighten you. That simplicity and carelessness with files. That lax attitude is what gave cover to the lowlifes that abused children in this place and institutions all over the country. Technology has finally provided a solution to the "lost" records problem.
The hallway also looks familiar like it is either the school or maybe the Administrsation area. Man that color green was all over everything then. They evben tiled the main building up to 6 feet off the tiled floors with tiles that color. I hated it, the walls seemed so dirty all the time even tho they washed them down fairly often, they just seemed dirty.
Funny story, I got some paint a last year on sale and painted my interiors with it and halfway thru I realized it was the same color ! It didn't bother me tho. Looking at that picture my green is a lot less blue, phwoosh missed it by that much:-}
I could swear that desk was placed there for use when this place was active. I'm not sure about the one standing on end, I remember having to do something down there near that yellow room. at that desk, I don't recall being allowed into the room. Maybe that one on end was placed as if to block off the width of the hall. Yea that's it. It would be 90 degrees to the other desk closer to the camera and against the opposite wall under the window.
I remember I was taken to this hall and no one explained why but made sure to try to make me fearful of it. They alwasy did that with anything. I sat at that desk that is on end, maybe the exact same one, and took some kind of test a mean man or older kid sat at the other desk . I walked up to that office it was the exact same paint then as was the hall (I previoulsy mentioned), the room was full of desks and people. There was a woman sitting at a desk that was just inside the doorway. Her desk was set to face out the hallway but was a couple of feet into the room. She shouted at me not to cross the doorstep and after saying something humiliating me made me wait what seemed like forever until eventually someone came and took the papers from me. Then the mean man took me back toward the source of the photo where we had come in. I don't recall the exact path we took but it had been unnecessarily circuitous as everything they did and said ot me was to make sure I sounded wrong if I ever talked about it.
exact same paint = that yellow paint. I'm guessing maybe it was not painted since then.
