Why is it that the room is fairly decent looking yet the ceiling fan looks as though it was placed in a swamp for two years and then reatached to the ceiling.

Everything reacts differently with prolonged moisture exposure... the fan is probably made out of cheap layers of cardboard and suffers the most stress. The wallpaper looks like the next to go.
