Prescription medication, as opposed to over the counter type stuff, perhaps.
Wouldn't you want to be a little more subtle...it's like a big neon sign saying "HAPPY FEEL GOOD PILLS THIS WAY!"
This looks like some of the the more outrageous modern art in NYC galleries.
Controlled drugs are the ones that have to locked up/ kept out of the way like methadone and morphine etc or at least they are in pharmacies, in case anyone wanted to know. I'll just go back to lurking now. Great pictures by the way :)

I said no to drugs, but they didn't listen...
Ordinary drugs (paracetamol, acetaminophen, and lotions) were kept locked in a cupboard below this one. Medicines that were prescribed by a doc (like chlorpromazine) were known as Scheduled Poisons and were kept in this cupboard, but the Controlled Drugs sign in the pic denotes that there is another locked cupboard within this one, where drugs subject to the Misue of Drugs Act were kept (eg morphine). controlled drugs had to measured/counted and signed for by two nurses, one of whom (the giver) must be a Registered Nurse, the other signed as a witness to the giving.
So i understand that the drugs were being bad and getting everyone hi, so the put them in a controlled facility, probably all padded in there...
"Let's see. Haldol...Check...Ativan...Check...Thorazine...Check...Trazodone...Nurse, what have you done with my sleeping pills?"

aren't all drugs in a hospital controlled? why not just put "drugs" on the label then?

Yes Denise all drugs are controlled in hospitals but the way they are stored is dictated by law and is the same in all hospitals and pharmacies.
as opposed to UNcontrolled drugs?
An easy way to understand the majority of controlled drugs tend to be analgesia such as morphine , fentanyl , ketamine etc etc and it is signed in / out of the cupboard .
