could be whats left of an umbrella holder or some strange english doodad.

usually these are put on poles to stop people in wheelchairs or using trolly beds from hitting the poles either causing damage to them selves or the pole

Just found this site - can' believe it - I worked here nearly thirty years ago . This was on the blind unit and was to stop patients bumping in to the pole. There were also strings across to other poles to help them move about the ward.
well ... there goes my walking terapy theory :)
looks like its some wheel that controls the amount og gas or water that might posserbly be going through the pipes. hmm just a thought.. or u could go with my other idea....if u wuna know it just ask ;P

Maybe used to tie up horses, then after cars took the place of horses...the fixture was just left there? Just a guess. Although I am rarely wrong about anything.
this was on ward 10, as has been said, it was the blind unit, so was there to prevent patients walking into the pillar

IT LOOKS LIKE ONE OF THOSE OLD HAND WASH FOUTAINS .WHERE YOU WOULD HAVE THE BIG ROUND TUB AND HAD TO STEP ON THE LEVER TO MAKE THE WATER GO.
IT IS for therapy: Its' for people who miss the foot rail at the bottom of the bar.

It's actually a protection frame - stops trolleys hitting the cast iron supports.
