The fire escapes were surrounded by a inwardly curved fence, I would assume to prevent people from jumping off.

I love love love this angle...And the curved shape of that fence thing is really cool. I guess in panic people would try to jump off...or you know, if they got outside somehow and were depressed...But anyways. Really cool shot!
