Maybe a sort of crude radiant heating system.

Speaking of random...Heres my theory:

To make cleaning easier, perhaps water came out that sprayed the area and then the people cleaned it. Or maybe it was used so that somebody could fill up with water at any time or something. I don't know.

lol. actually, its a steam expansion return pipe. it basically holds the extra built up steam from the boilers and recyles it.

My mother and I are looking at these pictures, she was a nursing student here in the '70s. She said that a lot of the plumbing was exposed in Kings Park, so she says that this was either heating or water.

def steam pipe and a way of cooling water. but also would put off heat.
Epansion loop, the longer the run the more expansion takes place making the pipes loner. To prevent damage a small expansion loop is install which will absorb the exspansion.
