Were there buttons somewhere?
Fashion, see the key hole? You put the key in and either reset the system or set off the alarm. They probably had it this way so that not just anyone would be able to push a button and set off the alarm.
Our fire alarms are like that on most parts of campus - they require a key. Otherwise the folks would have an uproarious time setting off the fire alarms. We don't have very many folks left on campus who understand the concept of a fire alarm to alert others for a fire, so none of them would be able to use one if there was a fire and they were aware of it.

Yes, our up-to-date safety equipment ought to impress the hell out of people. 8`-)
The life safety code hasen't allowed that in a millennia, and they can't be grandfatherd in.
Regardless, we got 'em! And all over the place! Fire marshall was out here last week and seem to be OK with it.

I talked to our Safety Director this week and she said that as long as all staff carry the fire keys I mentioned, then we are allowed to pass inspection.
what if someone loses their key?
I currently work on a psych unit (inpatient). We have similar key operated junction boxes outside of patient rooms. Our use is to turn off an alarm which is activated by a panic button in the room. We typically don't need to use the panic button but often the patients press the buttons because they are a shiny red and they assume that the button is a light switch.
