Weird shot. This doesn't even look real. It's almost like a scale model. Considering the shots from the ground looking up, this is a really odd exposure.

cement pad probably had picnic tables or chairs so you could be outside under that maple tree.

I also noticed many of the tall structures have this outside enclosed staircase. My thought is in case of fire it provides more time and safety to evacuate.

They were also to keep the patients (in particular) from jumping off the stairs.
