Must've been a popular room on taco night.
You said there were sunflowers painted on the windows here. In that case this might've at one time been an occupational therapy room or a dayroom. The dayrooms were where the patients went during the day; they were usually hellholes. The occupational therapy rooms were where the patients could actually do something, like music or art or woodworking.
Ha! Looks like a community bathroom. no wonder they had sunflowers painted on the window. they had something better to look at than each other. gag... ;)

Seriously though... this room seems to be a "throw all"room... kinda makes me think this was planned for destruction. Ya know - gathering all the crap (pardon the pun) into one location...
