Perhaps this was used by the lower-functioning patients. I read in Lost In A Desert World that the lower-functioning dorms were often in very bad shape...holes in the walls, feces all over...

It's a fascinating site (if very dated-looking, though that kinda fits with the subject matter in a way) and as I say, as long as you have a decent, up-to-date antivirus program it's probably fine.
I wouldn't recommend his version of "Suffer the Little Children" though, it's in B&W and is so badly deteriorated as to be almost unwatchable. The soundtrack is virtually inaudible in places (especially the 'Dr Fear' segment, which is the most shocking bit of the whole thing) There's a pristine version here: http://nbc10.feedroom. ... set.jsp?ord=263067.
Everyone with the slightest interest in Pennhurst or institutionalisation should take half-an-hour to watch this.

On a better note, she also used to bring patients home for holidays. Things like that were easier back then, law suits were not lurking behind every good deed.
Also, Phantom if your still lurking around, please stop destroying Pennhurst with your immature graffitti. Most of us go there to take in the history and explore things we are trying to understand, differences in cultural acceptance, lost childhoods, historic buildings, and people like you feel the need to ruin everything in your path. Why?

If this was in another building on the third floor, then that would explain this room being sealed off. All the buildings with third floors (not counting the attics or hte basements) had their third floors sealed off. It is unknown why they did this, although there is some speculation that it was only economical, as the heating couldn't reach the third floor.
