i would have to agree with scott on that one.
i would have to say that thing looks startlingly ineficcient, what kinda self respecting institution buys something like that?
I am thinking that this thing had something to do with the administration of mediction. Perhaps the little cups were in some way used to sort the various pills, although I cannot imagine how.

Whatever it is, they likely did not sell a whole lot of them!
Yeah, I'm sure the manufacturers of those "things" probably went out of business within the year.
Trays went on the spring loaded bottom, silverware on the top. use in self serving resturants like Ponderosa.
Doesn't context make the imagination run wild? As noted by several, this is just your ordinary tray and silverware holder. They have 'em everywhere in cafeterias in the "real" world. We have one just like it at work, and they even put trays and silverware in it.
this looks like a device that one would place their dirty silverware and tray...
