I am thinking that this thing had something to do with the administration of mediction. Perhaps the little cups were in some way used to sort the various pills, although I cannot imagine how.

Whatever it is, they likely did not sell a whole lot of them!

Trays went on the spring loaded bottom, silverware on the top. use in self serving resturants like Ponderosa.

Doesn't context make the imagination run wild? As noted by several, this is just your ordinary tray and silverware holder. They have 'em everywhere in cafeterias in the "real" world. We have one just like it at work, and they even put trays and silverware in it.

It's a tray dispenser with silverware compartments for a trayline food service system. I work in a nursing home and we have a similar looking one for our trayline
