On top of two protruding wings are areas where the children could receive fresh air. The iron fencing made sure no one fell over the sides.

This picture reminds me of Prospect Park in Brooklyn, NY, where I lived and hung out.

kinda looks like a zoo
there's another playground behind the children's hospital. me n some buddies found on our way out. there's a rusted swing set and slide and some see saws that we took turns riding

It's just decoration, I guess. It doesn't match any symbol I'm used to.

Ah! There's a picture of my father's grandmother standing right there. She went to this place in the thirties. Odd. :o
It wasn't so much a play ground as an area where TB kids could get fresh air while remaining under watchful eye of care takers. Much like the rooms on the roof of the child's complex. Fresh air was part of the treatment for TB back in the day. As for the decor, the symbols on the fencing are NOT universal throughout the hospital, so I don't believe there is any significant meaning.
I been there the floor has soft spots be careful.

there are play ground hidden in the woods. two to be exact.
Yes, there were two playgrounds. One next to the children's hospital, for the children, with swings and see-saws. There was another, down the hill from there, near woods, but of course by 2009 it could have been hidden by trees, "edge". Back in the 1960's when I lived there it was out in the open, and fenced with a tall chain-link fence; no gate. It had see-saws, a swing set with three wooden-seated swings (one of which hit me in the head as a 5 year old and knocked me out!) and a slide. Near there were tennis courts used by the doctors, nurses, and families of employees who lived there. The apartment building closest to the courts was where we lived.
