It is like deep, disturbing, but sure... is the form in which you are going to die, and know it, what terror! the photo: quite interesting
I would hazard a guess and say that the outer portion of this window is one of the so called "storm drains". If these storm drains are not cleaned periodically of the leaves then the rain water will not drain properly into the soil. The rain water will have no where to go except into the basement flooding the rooms and damaging the equipment.
Storm drains actually suck and they are a bitch and a half to clean !
