This looks like a photo from the 1950's or something. Very classic, simple, but effective.
I agree with both of you with the exception of what looks like pieces of the windows missing at the top but still a great shot.
I live in Dover DE and there is an old plant that was called Dover Electric. They say it's haunted there. This place looks a lot like there!
THIS IS ON THE HUDSON RIVER IN YONKERS N.Y. MY FATHER WORKED THERE FOR OVER 20 YEARS. CON ED CLOSED IT DOWN WHEN THEY BUILT IDIAN POINT PLANT.

This place is similar in appearence to the 74th street generating station on york avenue in NYC.
