Sewage sometimes bubbles up when the system is shut down, this also might have been a way of preventing that.

I was JUST going to ask why (would they take the time to plaster sinks & toilets)!

my guess is that its so sewage dowsnt come back up or they dont want them being used anymore
Good a guess as any!
They did this to stop sewer gases. After the traps dry out there is nothing to stop gas from coming into the building.

Most places would never bother to deal with it,
No relief here.
I guess that could be one of the reasons why these places sometimes have fires, along with all of the papers and flamable items left behind

they plastered the sinks and toilets.. and didnt board up all the windows? if this building is not in use.. why does it still stand?

Now that just looks weird!
Just plugging the drain holes would be enough to prvent gas from coming back up the pipe. What's strange is that they chose to fill the entire fixture with plaster.
It also prevents anyone from using it. Your feet would get wet.
Still, it IS strange. Never seen anything like that before.

I have a photo of a sink in this building in a different bathroom that is also filled with plaster. I didn't notice it when I took the picture but there is no spigot on the faucet; there is instead something styled like a third knob. So not only did they take the time to plaster the plumbing, they replaced it decoratively! And even more strange: the soap is still in the soapdish. I'll post the photo later and re-comment with a URL.
What kind of Jackass would do this?
i was in letchworth village yesterday and i went into almost all of the cottages. i didnt find one sink or urinal that was plastered like that.
it looks like a pair of stokings or something left hanging over the pipe too.
