The small vials were some kind of "cell activator" fluid that were blood-colored but I'm pretty sure after a decent amount of time (a day?), real dried blood turns a rusty brown color.

I saw these same cards! I flipped one over, on the back it had a kind of magnetic strip and was stamped "hearing and speech department." I wonder what kind of machine they accompanied.

i'm showing my age a little, but around 1993, if you wanted onto the internet and didn't want to pay by-the-hour with the likes of AOL, you had to find an independant provider and the only real browser to use was Netscape Navigator, which was expensive and came on like 27 floppy disks. (ok, i kid, it was only 8 disks)
