i think its a bone-setting jig. nothing more sinister. presumably to b,e used in conjunction with an x-ray. hHopefully rthe patient would be sedated.

looks like some kind of incubator. things like these are used for acid digestion in path labs of, say feces. The hose may be an extractor for nasty smells & vapours.
