Depending on whether it was an inlet or outlet pipe, the bend might be there to eliminate something called 'water-hammer' which is condensate that hits against the walls of the pipe while under pressure. Water hammer, if not controlled, can separate pipes at the joints and can also damage the walls of the pipe.

I think you're right Ferdy--it's an inspection port for a boiler. It looks similar to those I've seen on Navy ships.

Both green and blue were shown to have a calming effect on personnel in a Navy study done in the late 60's. Funny thing, the same study showed that fluorescent lighting caused intense stress among personnel in office or shop settings.

I have actually been to this facility--when it was still in operation. That was in 1967. I always thought it was a shame to shut down such a magnificent steel mill.
