the subway was still in existance when I was a kid. and being a kid I explored it. if the city used the money that we spent on the fast ferry to restore the subway our money would have been well spent. instead we filled it with dirt what a shame.

That's not "PIOUS". It seems to be "FIOUS", but I don't think Latin had any -ous endings, just -us. It's not a P, though; compare the P in the next word, "PROT...". I also think the "IN VADES" might be "IN CADES", but I don't know which if either of those are words in Latin.
