The peeling paint gives the effect of vines on the wall. When I first looked at this picture, I thought it was a peculiar looking outside door until I realized what it was.

All Lit Up

Power was usually left connected for the inputs for power stations after they are brought offline. Power stations require input power when they come back online and when they manage part of the power grid. It was probably just easier for them to leave the input power connected then remove the station from the grid and completely power it down.
