It's oxygen, as different colors designate diffrerent gases. Green for oxygen, Blue for nirtrous oxide, etc. Civil Defense has plenty of these cylinders distributed in various locations during the 60s in case of nuclear attack etc. You may find some in storage rooms of various hospitals & rescue squads
