Its either a dirty protest or smeared blood, for sure...

But to be honest, I'd say it was blood. Sometimes I do blood paintings, and the stain does look very similar to the dried blood of my paintings. (I'm not as strange as I sound by the way...)

I can see a woman with long flowing hair in that window... can anyone else?
