They look to me like they were voltage and current meters, probably as diagnostic tools for an amplifier...

I've seen faucets with hose connections just like in the photos in my college's science labs. Things like distillation apparatus require a water supply, which you connect by a hose to one of those faucets.

It looks to me (enclosed space, sloping rear wall) that this is inside a fume hood.
