I would imagine the stained glass comes from what was a chapel located in the hospital complex, but it's possible that it was used in other areas. Some old psychiatric hospitals in the U.S. used touches of stained glass in the wards:

There's a kind of scissor lift that's used to get them up and down from those high drawers, called a morgue lift or cadaver hoist I think.

I think the sloping is an effect of the super-wide angle. I think this particular wing was constructed pretty much as-is, with the top floor; I haven't been able to pinpoint what date it was constructed. It's definitely not part of the old 1848 construction (concrete floors, metal doors, etc). Early 1900s I'm guessing.
