phantom is legit. ive ran into him once or twice.
the real guy is panzergod. he LIVES there. hes got a room in Limerick building, or i think its limerick. he knows the buildings better then anyone, and if you run into him your lucky. see if he'll give you a tour.

no power is left at pennhurst, unless you are on the other part of campus where the national guard is. however, there is a lamp outside of the limerick building (L building) that used to flicker sometimes, but it finally died a couple of months ago. it was very eerie.

Yea, the state came up with some bright idea, that they can't afford the state hospital anymore (to busy giving themselves 17% raises in the middle of the night), so they closed down these hospitals ant let all the EDP's out into society with the normal people, so they can deal with them !!!!!!!
