Ice Pond Project Wins Planning NodFriday, February 14th 2003 Jim Balderston Northampton Gazette NORTHAMPTON - The Village at Hospital Hill project got an unofficial ribbon cutting from the Planning Board Thursday night with the definitive plan approval of the Ice Pond subdivision on Rocky Hill Road. The 26-home development will include eight affordable housing units in six structures (two will include accessory apartments). The affordable units will be the first built on the site. The project was approved unanimously by the board after the developer, Hospital Hill Development, met conditions laid out during a hearing on the project two weeks ago. Those conditions largely focused on issues raised by the Department of Public Works, including the design of the development's water main. The Ice Pond project will be built on a 930-foot cul-de-sac, with sidewalks on both sides of the road. Full water, sewer and gas service will be provided by the project developer. The individual lots on the site - with the exception of the affordable units - will be sold to third-party home builders. The affordable units will be built by Community Builders of Springfield a partner in the Hospital Hill project with Mass Development, a quasi-public nonprofit. Those units will be scattered throughout the project. The 45-acre site will retain more than half its total acreage as open space. The lots on the project will range from 10,000 to 60,000 square feet, and will sell for $80,000-$100,000. The affordable homes will be priced at 80 percent of the city's median, putting their cost at approximately $150,000, according to Northampton real estate broker Patrick Goggins. He said that because Community Builders secured a grant for the project, it will be able to put more money into the affordable units. "Those houses will be built as $250,000 homes," said Goggins, who is marketing the Ice Pond project. "The people buying them will get a real bargain." Goggins said construction on the site would begin in the spring, weather permitting.
